The Union and the Employer

The Partnership:

The Boilermakers National Joint Apprenticeship Board was formed to develop and maintain an efficient and comprehensive apprentice training program for the field erection and repair construction industry. The board consists of equal number of members of the International Brotherhood Boilermakers and Boilermaker employers in field-construction related industries. The training program, in keeping with the joint negotiated agreements, is financed by employer contributions for Union boilermaker hours worked.
The board is responsible for providing assistance to the Area Joint Apprenticeship Committee on matters concerning the apprenticeship program. It is the board's duty to review the progress of the program for field-construction industries. The board also reviews apprenticeship standards, as well as local, state, and federal laws. In addition, the board encourages the adoption and application of sound apprenticeship training practices.
The Area Joint Committee interfaces with the National Joint Apprenticeship Board. The Area Joint Committee is also composed of an equal number of union members and employers, It has the sole responsibility for indenturing and terminating apprentices in the program.
The Area Joint Committee is responsible for establishing program standards and guidelines that lead to the development of skilled boilermakers who are a credit to the industry. It is also responsible for monitoring the implementation of the standards and guidelines.
The Area Joint Committee also registers apprenticeship agreements and submits required reports on the apprenticeship program to both the International Brotherhood of Boilermakers and to participating employers of the program.
The Area Joint Apprenticeship Committee members often put in long hours negotiating contracts and administering the referral program. This work benefits all apprentices participating in the National Apprenticeship Program. Many of the employers or management committee members went through the Boilermakers Apprenticeship Program or came up through the the ranks of the union and are now contractors or contractor representatives. They give their time and energy to benefit today's apprentice.
Skilled boilermaker journeyman and apprentices are in demand because contractors and owners know they will do the job right the first time. Quality workmanship and productivity on the job site during an apprenticeship is of the utmost importance. Productivity is the main factor that contributes to project success for the employer, who will in turn continue to provide gainful employment for the apprentice and journeyman. The job is a partnership between the contractor and the boilermaker. Apprentices and journeyman must meet their commitment to the contractor, to the union, and to themselves.
